Common tomatoes are low-FODMAP. Sun-dried tomatoes and large amounts of paste are higher.

Why

Fresh tomatoes are low-FODMAP in normal servings. Watch concentrated forms — sun-dried tomatoes and large amounts of tomato paste are higher in fructose, and pasta sauces often hide onion and garlic.
